If I remember correctly, the homeowner does, however nothing prevents the homeowner/renter attaching an even larger UPS for even longer emergency usage. If I remember correctly, the UPS is sized to provide phone service and the like for longer than most power failures. A Katrina length outage requires a generator eventually and the phone service failed anyway for the most part in the portions of the US greatly affected by Katrina.
