This is true, but my IP seems to have only changed once in the 22 months I've 
been with Verizon, that I know of.  I keep the modem on and connected all the 
time, even when the computer is off.  I assume with the PPPoE equivalent of 
DHCP leases, the IP is only changed if there is a reason.  It's just not 
guaranteed to be static.
