I personally _greatly_ dislike KUbuntu's modifications, vanilla KDE looks far 
better in my opinion.  I quite like the look of the Plastik theme (the usual 
KDE default, but not KUbuntu's default), but if you're not a fan, you can 
change the theme in the control center.  The kdeartwork package contains 
extra themes, and more themes are available at kde-look.org.  Some 
kde-look.org themes have been packaged in the Debian archive, look for 
kde-style-* and kwin-*.

The Klearlook theme is a port of Gnome's Clearlooks theme, available in Debian 
as kde-style-klearlook.

If you don't like any any of the window decorations either, you might try 
Knifty (kwin-style-knifty) or perhaps the Suse theme (kwin-style-suse2).  
There is also a theme called dekorator (kwin-style-dekorator) that uses PNGs 
to more easily make custom themes, many of which can be found on kde-look.org

As for improving the back end, I'm not sure I understand what you mean.  Is 
there a problem you're having with the functionality of KDE 3's PIM suite?
