The real reason ATI opened up their drivers was because AMD bought them, and 
AMD wants to compete with Intel for the lucrative on-board graphics market.  
With the new wave of low-cost Linux-based devices hitting the market, it would 
be crazy to continue allowing Intel keep its overwhelming majority of the 
market share.  I'm sure it also helped (if just to a small degree) that Linux 
people, who not only buy hardware more often than most, but also advise 
others, strongly favoured Intel hardware.
