If you want free Satellite server try Spacewalk.
http://www.redhat.com/spacewalk/. I have never tried it but Spacewalk is
Red Hat's free version of Satellite server.

"Spacewalk is an open source (GPLv2) Linux systems management solution.
It is the upstream community project from which the Red Hat Network Satellite
product is derived."

In addition there is a program called mrepo
http://dag.wieers.com/rpm/packages/mrepo/

Again I have never used it but it is supposed to allow you to download all of
the packages from RHN into a local repo.

Mrepo is most likely easier to setup and maintain. Last I heard spacewalk
still needed Oracle but they were working on converting it to run on MySql.
That was 6 months or so ago so things might have changed.
