I've used https://sourceforge.net/projects/http-replicator/ for that very purpose. In theory you could also use Squid, though as I understand it Squid will tend to try to keep lots of little pages at the expense of a few large one; the opposite of what you need to do. I haven't used it in a few years since I switched from RH to Debian/Ubuntu. There are a couple of cool ones in the Debian/Ubuntu repos (e.g., approx, apt-cacher), but "HTTP Replicator" is the only one I know of on the Red Hat side. (Not 100% sure it's in yum, come to think of it.)
