And PA has one of the most restrictive of those laws.

When caller ID was first introduced elsewhere, it was blocked (pun 
intended) in PA by concerns that it would violate the wiretap laws.  The 
ability to block Caller ID was introduced to assuage PA officials' 
concerns and allow Caller ID in PA.
