There are lots of tricks for lots of RAM, that I could research. [For upgrading my home server a 60GB SATAIIISSD is about $60, vs about $100 for 16GB of RAM], I expect a 10gb slice of SSD to be much cheaper than 10gb of extra ram. The organization I manage this server for also has a very constrained budget, and won't be willing to pay a lot so long as I can host it for "free". $20 a month for a VPS + $10 for some SSD storage rental might well fly because they'd be getting both performance and stability for the extra money.

In particular depending on how the data is accessed could you cache, say, in 2-3gb of RAM and those use a 4gb VPS or similar?  That may still not be reasonably priced with Linode but at least it's a less specialized hosting service and you could shop it around a little more.

For performance this database should be on a tablespace on an SSD.
