I believe LTS (aka RHEL For Ubuntu) *does* do something similar (version lock), while for mainstream Ubuntu releases, since they essentially create abandonware every 6 months, I don't think it's worth the time trying to get it running on the current release -- just target the next one.

I'll certainly buy that for distros that do the backporting thing.  I
just wasn't sure why a distro like Mint, or Ubuntu would do it that
way.
