Thank you, you're right: the 127.0.1.1 is puzzling and I have no idea where it's coming from, because ip addr show clearly shows the IP address as 127.0.0.1. I may have to go in myself tomorrow to try to figure it out (right now one of our developers is in the office and I'm working remotely).

Is localhost defined in your ~/.ssh/config file?   I’m surprised your localhost would be defined as 127.0.1.1. 

Also, your ssh_config file may not allow you to open IPv6 connections, whereas telnet clearly does. 

Finally, check iptables rules for IPv4 localhost port 22.
