I've also had good luck using exFAT on usb flash drives. It's got
native support on Windows, Linux, and macOS. Wikipedia tells me it's
even supported in iPadOS starting in version 13.1.

exFAT might not be as robust as NTFS, but in my experience I didn't
need it to be terrible robust. I just needed it to sneakernet the
occasional files between platforms, and it works great for that.
