\hss *is* glue. Glue has a favorite size, a minimum (contract) size,
and a maximum (stretch) size. For \hss, I think it's (0,0,oo).

Maybe make a \vbox with specific dimensions? I don't remember this
stuff well enough. You need a better TeXpert than me.
