When I received DSL Service it depended who besides verizon supplied the
service.  The only one in my area of the city that has DSL besides
verizon is Direct TV.  the DSL providers who use Covad don't have a
connection in this area.  Also where Chris lives in Upper Darby there is
no DSL service.
