My understanding is that most other distros are inline with Red Hat and that Debian's somewhat special after a long discussion amongst developers about why their usage wavered so far from the SysV "standard" they were ostensibly trying to replicate. Obviously, I prefer the Debian approach to the question... That's hazy memory of reading through Debian mailing lists (which may be out of date at this point), though.
