My understanding is that most other distros are inline with Red Hat
and that Debian's somewhat special after a long discussion amongst
developers about why their usage wavered so far from the SysV
"standard" they were ostensibly trying to replicate. Obviously, I
prefer the Debian approach to the question...

That's hazy memory of reading through Debian mailing lists (which
may be out of date at this point), though. Google would probably
provide references, but I haven't got the time (or interest, really)
to go digging while I'm at work.
