Locust Street was converted into Locust Walk long before it was repaved. Somewhere in the early 1980s, Blanch P. Levy donated a bunch of bucks to Penn for the express purpose of "fixing" college green -- getting rid of the remnants of both Woodland Avenue and Locust Street. Other monies were then raised to continue "Blanch P. Levy Park" up Locust Street to 38th (including 36th and 37th). Until that time, it was obvious that all were "still streets."
