While this unsolicited message does sound very shady, it's important to note that there are organizations out there that provide "legitimate" domain name backordering. A useful article I found recently while researching this topic is: http://www.aboutdomains.com/ServiceProviders/backorder_expired_domains.htm As some of these different services hook into different points of the domain name deletion cycle, if you decide to go this route you'll want to pick the backordering service that would work best with the registrar where the domain is currently registered. Another factor to consider is when the backordering service would expect payment from you. Some, such as SnapNames, only charge you if you end up acquiring the domain. Others, such as GoDaddy, require payment ahead of time but allow you to shift that payment to another domain name if you don't end up acquiring your first choice.
