can you get to the BIOS? do you get a POST? does it not even beep?

usually-
if it beeps, it's the processor.

if it's dead in the water and the bios doesn't even come up (WITHOUT beeps), it's the mobo.

which mobo, by the way?

I've tested the PSU with a multimeter and it's rock steady, so it's not the
PSU.  That leaves the CPU or mobo at the problem.  I don't think there's much
point in moving motherboards around, but I suppose if it makes someone more
comfortable, I could also bring _my_ CPU to plug into another mobo instead.
