Find a leash and collar she won't get tangled in.  Maybe a harness, or
investigate an automatically retractable leash.  If it is practical,
invest in a "visible" fence.

Look into a dog training mailing list, or even a general "pet talk"
mailing list, and ask them.  Go to a nearby pet store, and ask them.
PLUG will continue being good at dealing with Linux if we stick to
dealing with Linux.  Simple problems need simple solutions.
