Very efficient suggestion. Your aliens could simply encourage the
formation of the peculiar institutions known as "governments". These
are far, *far* more lethal than any natural or engineered
disasters. For extra fun, they'll get to listen to the victims sing
about how wonderful the thieves and sociopaths murdering them in ton
lots are, and watch them participate willingly in their own
oppression!
