I use voip.ms and I'm very happy with them. For the hardware I use an unlocked Linksys/Cisco PAP2T and 
it's worked well for the last 8 (or so) years. I plug in a dual handset cordless phone into the PAP2T and 
presto! landline. I have not opened the port for incoming calls because our family and friends know our cell 
phone #s and  the only messages we get on the landline are spammy ones (expired car warranty, etc.)
