I have been told by numerous vendors that it is an fcc requirment that
911 work even if service is deactivated. In addition Radio Shack used to
(maybe still does not sure) have a program where they would collect deactivated
cell fones and donate them to women's organizations for use by abused women to
be able to call 911.
