Yes, as I've told dozens of folks during my career counseling sessions: During a recession, companies may not be willing to risk hiring a "permanent" employee, because it is to hard to fire someone who doesn't work out, and layoffs are expensive. They may prefer to hire consultants, even at a higher cost, because they can get rid of them more easily. They also love to "try before you buy" (contract with "right to hire").]
If you haven't already, setup a separate mailbox for jobsearch;

(ie. Linkedin and Dice, I'm not sure which others are still high-quality recruiter pools).

True, unfortunately. Many recruiters just spam everyone with every job. Playing a pure numbers game. Fling it all at the wall and see what sticks. So you get flooded with dreck. Worse, some spam employers with too many resumes. That can burn you, keeping you from getting a job that you might have gotten otherwise.
