Yes, as I've told dozens of folks during my career counseling
sessions:

During a recession, companies may not be willing to risk hiring
a "permanent" employee, because it is to hard to fire someone who
doesn't work out, and layoffs are expensive.  They may prefer to
hire consultants, even at a higher cost, because they can get rid
of them more easily.  They also love to "try before you buy"
  (contract with "right to hire").]

If you haven't already, setup a separate mailbox for jobsearch;

+1.  And make it a professional-sounding address.  Use your
real name, not a nickname.

(ie. Linkedin and Dice, I'm not sure which others are still high-quality recruiter pools).

See the Jobs row of my links page for these and other job sites.
Also many other job-search resources, like lists of interview
questions/answers, compensation calculators, etc:

Also, see my Career Tips page (the organized archive of my
Career Tips mailing list) for lots of career advice.  I'll send
a separate email about that.

You are going to get a lot of low-quality responses from offshore lead-generating recruiters, try to skip those and concentrate on local firms that have good relations with local employers.

True, unfortunately.  Many recruiters just spam everyone with
every job.  Playing a pure numbers game.  Fling it all at the
wall and see what sticks.  So you get flooded with dreck.
Worse, some spam employers with too many resumes.  That
can burn you, keeping you from getting a job that you might
have gotten otherwise.  See:

Can you get things into/out of Splunk (Enterprise?)
I get a lot of overtures because I have that and SIEM as keywords; and there is a strong urge to marry that with ML/AI and other automated analysis. I've had better luck with recruiters and contract-to-hire than direct applications because they really need to test-drive candidates for these critical spots. Thank you so much.
