I can do that, the only reason it is that way is because when I installed
from packages that was the ownership it gave.

That's true if your webserver user owns the files in question. Given Eric's
finding of "root:www-data" as ownership, 644/755 won't work. If he were to
go to www-data:www-data (apache:apache in RHEL Land), then 644/755 are
indeed reasonable.
